Across the country, child welfare systems are facing a growing gap between the number of children entering care and the number of available foster families.
While more families are expressing interest in fostering, many never become licensed, and others leave due to a lack of support. This gap highlights the urgent need not only to recruit foster families, but to retain them.
The Foster Family Shortage Explained
The following data show the scope of the foster family shortage:
- In 2024, there were about 150,000* fewer foster homes than children in care.
- Up to 50% of foster families quit after their first year.
- Caseworker turnover ranges from 23% to 60% annually. For comparison, a healthy turnover rate is 10% to 15%.
These challenges create instability for both children and the families who step forward to help.

Like many states, Arkansas leaders knew their foster licensing process needed improvement. To understand the foster family experience, they requested an audit of the state’s licensing process from our partner, The Contingent.
This audit revealed a system that lacked clarity, consistency, and a comprehensive view of the family journey. Even among professionals, no one had full visibility into the entire process from start to finish.
At the same time, our partners at Every Child Tennessee identified a similar issue. While more families expressed interest in fostering, far fewer completed the process. Time-based requirements and administrative hurdles unintentionally pushed families out.
